This April 5, 2019 photo shows a 20-year-old Chevrolet Metro LSI that had been in a flood before a class at SUNY Broome Community College helped transform it into a full electric commuter with four battery packs from a Nissan Leaf and solar cell-covered roof panels. The vehicle averaged the equivalent of 179 miles per gallon to earn the most fuel-efficient vehicle award at the Green Grand Prix, a fuel mileage rally for alternate-fuel vehicles and hybrids conducted at Watkins Glen International in upstate New York's Finger Lakes region.
